Frustrations with assigning keyboard shortcuts

I'm finding this soft ware incredibly frustrating. I've gone through the help section multiple times and can't find the answer to this basic question.

I choose to edit a keyboard.
I create a new key that I want to assign Control + V.
I get a list of options such as B6 and E8. Which one of these do choose?
Then I choose Action. I've created a Control + V shortcut. Now how do assign it to the key I created earlier? I can't drag and drop. It won't stick when I use the drop down menus.

Can someone explain clearly and simply how this works?

And how about a tutorial on Youtube?

As I understand you want to add separate key for Ctrl+V action. Right?

You have to do 2 actions: add new key to the keyboard, and assign action to this key.

Open "Edit Keyboard Type" window and add new key to the keyboard. It's better to use unassigned keys like 00C3, 00C4, etc.

Open "Keyboard Shortcuts Settings" window.
Select this new key. This key will be set in "Key combination" field.
Select "Replace key or shorcut" in "Action type" combobox.
Set Ctrl+V combination in "Replace with key" section.
